These are prototype rules derived from the synthetic scenario. They are not a substitute for the controlling ROE, legal advice, or published doctrine.
TGT-090

Mobile-target PID currency

Positive identification must fall within the current exercise ROE currency window. A stale observation returns a named evidence gap to the proposer.

Available capability governs

Collateral analysis is recomputed against the capability actually available, not the capability assumed by the proposer.

Computed CDE determines authority

The broker maps the computed collateral estimate to the minimum engagement-authority level.
TGT-094

Protected structure authority floor

A protected structure inside the synthetic effects area sets a CDE 5 floor and requires retained authority plus legal review. Proximity alone is not an automatic denial.
LOAC-101

Human proportionality judgment

The broker can assemble relevant factors and route the decision. This rule has no machine-assignable PASS state.
LOAC-102

Feasible precautions

At CDE 3 or above, the packet must document alternate aim point, capability, timing, and a no-action option before routing.
ROE-110

Authorized target class

The proposed action must match an exercise ROE serial for the target class.
FIRES-120

No lethal auto-proceed

Every lethal engagement requires an authenticated human who holds the computed authority level. Confidence cannot bypass this invariant.
PKT-009

Assessment criteria required

The packet must define what future observation will show whether the approved action achieved the intended effect.
EXEC-050

Idempotent external effects

Every external effect carries an idempotency key. A repeated key returns the prior result and does not create a duplicate effect.
EXEC-051

Durable intent before effect

The system records execution intent durably before calling any downstream adapter.
